This is the internal report of an evaluation of Benefits Agency practice in relation to 16 and 17 year old claimants in three agency districts – Leeds South, Euston and Hackney. In light of the special problems that exist for this potential group of claimants, it sets out what is required in order to improve both access to ‘severe hardship’ payments and service delivery for 16 and 17 year olds in these areas. The project’s multi-methodological approach involved the collation of official agency documents, self-report questionnaires and group discussions completed with young people, observations of interviews with young people making severe hardship applications and interviews and general discussions with relevant agency personnel.
